Go to AAMVA.org and go through the jurisdictions to find out which require fingerprinting. Each state has different requirements. In Louisiana, fingerprints are required only if you are applying for a HazMat or HazMat Tank endorsement on your commercial driver's license. Otherwise, it is not required and the fingerprinting is a federal requirement under the Patriot Act so it is required in all states for the HazMat endorsements.
With the Real ID Act coming into play by January '08, however, more states will have to use biometrics to establish true identities. This may entail fingerprinting, facial recognition, retinal scanning or other technologies. Big Brother IS watching you.

I've had licenses in CA, MA, IL, MO, OK, TX, and VA and have never given a print.

ive had lic in newyork, tenn.and virginia and never had a fingerprint.
