When you do the shut down, do you see the PC actually try to shut down before the monitor goes blank? If so, does it say "Shutting Down" or does it saying "Going to Standby"?
Once you have done a shut down, can you get the computer to come back up by pressing any of the keys on the keyboard?
After you have "pulled the plug", when you reboot does the PC run a diskcheck or scandisk?
After the monitor has gone black, can you turn off the PC by holding in its power button for about 15-20 seconds?
Answers these and we may be able to guess what is happening....

appears like someone linked the incorrect plug to the pins from the front panel buttons on the motherboard. There are a chain of pins in various of circumstances close to the nook opposite the ports. in case you search for on your computers motherboard, you will see the impressive pin determination. If that does no longer artwork, then i'd wager the plug from the front panel is mis-categorised, (had this once) and is linked wisely yet on the incorrect pins.

Contact your internet service provider first by email, chat online, or by phone. If they can't resolve the issue, contact the manufacturer of your computer. Good luck!

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
