you can increase the bit rate but it will not increase the quality.

You can't enhance the audio by increasing the bitrate.. you are limited to what you already have.

There are a few softwares out there that can help reduce noise on an audio file such as getting rid of static noise, changing frequencies, etc. Limitations would be how good the software is. You may have to separate the video from the audio part, edit the audio and put them together.

there is no way to produce data that isnt there. if you were to do something that supposedly increases quality, it would produce a white noise kind of effect.

you can only decrease the bit rate. if you still have the original you can copy it again at a higher bit rate and over write the lower bit rate you already have.
