Send it to someplace like Snapfish and have it printed.
But first, see who did the original image and see if they have a higher resolution copy first.
Barring a very large image, the poster quality is going to be problematic.

An image enlarged will only be as good if viewed from the same relative size/distance as the original.

An image that would be displayed as a 7.1X10.7" image image on a monitor @ 96 DPI needs to be higher resolution for printing.
(300 DPI is usually the minimum recommend).

Scale that up to high resolution printing 300 dpi - and the image on your monitor will only be 2.3x3.4".

If that looks good at 1' then to have similar quality a poster (normally 30x40" or so) needs to be viewed from (30/2.3) 13 feet - 12 feet away (40/4.3) - at the closest. (I think the math is right, someone double check me on this).

But anyway, the resolution for a photo that size should be around to be 10.8MP. I doubt it was shot with that high of resolution.
To figure the resolution, take the size times the DPI.
40" at 300 dpi is 12000 and 30" at 300 DPI is 9000.
9000x12000 is some great big number (I had it here a second ago) that once you chop down to the correct decimal places, comes up to around 10.8 megapixels.

you could always copy it into a file, print it, scan it, and make it as big as you can that way. the only thing is, it may not be really clear. i have notice that when i in large things from the Internet, they are not that clear, but you can try it.

Depends on how many pixles it is. The less pixles the more distorted it is when you blow it up. What are it's demensions? Can you find out?
