In answer to the question: It does not matter how long you have been here, everyone can apply. They pretty much allow anyone to stay, except New Zealanders and Australians because they are so annoying and keep complaining about the weather.
Final option is to marry an EU citizen - easy to do that in Eastern Europe.

You can apply to for permanent residency in the UK if you've been living here for 7 years.

it doesnt matter whether youve lived here 10 minutes or 10 years, if you have been refused you have no option but to go back to where you originated.

Surely temporary ran out years ago, so then they'd be illegal and can't get citizenship.

just land here on a raft and they give you a passport nowdays, after they have clothed feed housed and spent £500 on a translator.
