Both of those breeds can be pretty high strung - I dont think she's sensing danger from the water, it's just a different sensation and she's afraid.
Try being very calm, make sure the water isn't too hot or too cold. Be soothing but firm and move slowly. Talk to her in a happy dog voice and if she's at all interested in the, give her treats during the process. Try starting in very shallow water and gradually let it get deeper. Some dogs are afraid of sprayers so avoid them while you condition her to baths. Be sure you are using dog shampoo that won't hurt her eyes. If you're bathing her in the sink or a basin with a smooth bottom try putting a towel in the bottom so she doesn't feel like she's slipping.

No not at all this is very normal especially in samll dogs such as a chihuahua. Because they are so saml they have a very weak mentality when they see that they are so much samller than their surroundings. My dog is a maltese and he is extremely terrified by water and bathing but we still forcefully give him baths. But there is absolutely nothin gto worry about. Rest easy.

my dog was the same way...RIP ):
since its such a small dog i'm sure lots of things can seem overwhelming. try taking a bath or shower with him. dogs hate to be separated from their owner so he'll be more likely to join you because your in it. it also helps you be closer to him until he calms down. baths are better because it keeps the water out of their eyes more and they'll shake a lot less.
if you put him in there alone, dont use large amounts like in a big bathtub. try a small sink or plastic bin just big enough for him to fit in without drowning.
make it relaxing by keeping things as calm and quiet as possible. running water, especially in a tub can be loud so try to have the bath ready before he comes in. i usually kept my dog in my bedroom and closed the bathroom door while running her water.
make the water warm. who wouldnt hate getting wet if its cold all the time, especially with a fur coat?
make the time in the tub a pleasurable experience by giving him a good massage when you bathe him as well as a good scrub. play with him while he's in the water and talk to him like you would when trying to keep a baby calm during it's first water experience. dont tell me you dont already talk to that puppy in baby talk?!
add some music and/or his favorite toys
after its over, wrap him in a towel and maybe even use a blow dryer to help his fur dry faster and keep him warm. my dog hated the loudness at first but later realized it wouldnt hurt her and she loved the heat on her body. plus her fur was soft and fluffy afterwards. you can also brush him while blowdrying to get rid of any shedding fur and it will be like a second massage.
as you can see my dog was very spoiled but she lived past 15 human years, so...!

Well remember his breeds...they went bred to go in water. When you bathe him make sure you are holding him so he can't make a run for it or jump out of your bath tub. Just calm him down and try giving him treats when hes being good. No it shouldn't be dangerous. Just don't go trying to throw her in a pool lol

I think, by far, the best way to cure this fear is to drop it in a tub of water and let it paddle around. And then when it's finished whining and trying to get out, praise it and give it a treat to show that water is fun!!
