In all honesty... That isn't really a fair question. You can't really lump people into a heap based on their nationalities, or race for that matter and say... Germans hate Americans... Peruvians love Americans... French people are rude... The Swiss will welcome you with open arms etc. Especially when it comes from the mouth of a disgruntled traveller who didn't get it their way.
Like any population ther will some that are rude, some that are critical, some that hate, some that love, some that (you fill in the blank.)
I think it says more about the traveller than it does about the population of the country they visit when the come back and say the French are teribly rude! Betting odds are that this person is the one who is terribly rude.
Think about it this way: If a "foreigner" came into your home town and insulted the townspeople by openly flaunting all of your local customs, by demanding that people speak his/her language, and complained about the food and the hotel rooms, and everything in between do you think the townspeople might return the rudeness and the criticalness shown by the foreigner?
There are plenty of rude and critical people in every nation, country, state, town, and family in the world. We have our fair share of them right here in the good 'ol USofA, that's to be sure!
When we travel to foreign countries we are guests of that country and as guests we are supposed to respect them just as much, if not more than they respect us. We shouldn't go to France expecting it to be like New York City or Houston or Boise. We should not expect everyone to understand our words and cowtow to our every wish and demand.
The bottom line is that people will generally treat us how we treat them. If you are rude you will be met with rudeness. If you are critical they will return the favor. And this applies in every country in the world.

Well when I was visiting Europe, most of the Europeans were extremely friendly and generous (especially the men) but one French man told me that most of the French over 40 don't really appreciate Americans, but the younger ones don't have a problem. I love the British especially and they have always been very kind to me as well as other Americans that I have noticed. I was also in Germany, Poland, Amsterdam and Belgium and they were all kind as well. I guess it depends on how you act too. If you act like a loud boisterous tourist then the Europeans will definitely not appreciate that!

All of em that i met are nice really.
South Africans though.....
Im from England, usually the only thing Americans moan about is probably the weather (but wearent all lucky ennough to live in California!) and that the service is no good. However whenever I go to America, the service is better, but sometimes seems to good(as if its fake- 'have a nice dayyyy!') But i think that that is just a cultural difference.

I'm from Ireland. It is very clear they feel like outsiders, but they are neither rude nor critical. I have noticed older Americans may be patronising, but this is not something they can control. The accents can be loud and irritating but that's it really. A great bunch o lads.

we are geographically remoted and to busy working. the normally happening Brit gets 25 days of holiday the normally happening American gets sixteen. the united kingdom is a small u . s . a . next to many different small worldwide places that are very close jointly so traveling isn't confusing and costly .Plus the U. S. is extensive, I stay in Boston and whilst i bypass to San Francisco i'm traveling one thousand miles added than once you bypass to Moscow. it is not arrogance it particularly is logistics. additionally, i don't get the place you acquire the few states over concept from maximum human beings i understand have been to the two coasts.

In Italy they were very rude and I won't go back. They have their way of doing things and hate to have someone around that doesn't know how they do them. Germany wasn't the nicest but I did find they were much nicer thank Italy.

I think the trouble is Americans tend to be quite loud and that annoys a lot of people.
Plus most dont like bush, therefore you bear the brunt of their anger.

most americans that come to europe act like idiots. they are usually loud obnoxios and critical. makes me ashamed to be american. you can hear them from down the street with all the yelling. if you cant behave decently then stay home!
