No. The states have an interstate agreement that if a license is suspended in one state, the second state won't issue a license to the driver until he/she resolves the issue with the first state. One of the questions they ask on your application do you currently possess a license from another state, followed up by has any state revoked or suspended your drivers license. And they then input your name into a computer and check. So you will not get the drivers license in Nevada until you square things with California.

California didn't mess it up, you obviously did something that caused your license to be suspended, and were told how to get it back. A suspended license in one state means a suspended license in all states. As soon as you apply they will ask if you have ever been suspended. If you tell the truth they won't give you a license until you have done what ever it will take to remove the suspension. If you lie they will ask for positive identification and once they run that information your suspension will show up anyway. Simple answer; No, you can't.

In this particular case, you are out of luck.
There are two kinds of info sharing between state DMVs. One is called the "DLC" or "Driver's License Compact", established in the 60's, where it's agreed that each driver only has ONE set of driving records, including DUI/DWI. The other is called NRVC or "Non-resident Violator Compact", which basically says that if you got a ticket out of state, your home state's DMV will hear about it.
CA and NV are both members of DLC, so if you have a DUI conviction in CA and you try to apply for a license in NV, it'll likely be rejected. CA, on the other hand, is NOT a member of NRVC, but that doesn't apply to you in this case.
This is borderline legal advice, and your best bet here is to consult a DUI/DWI attorney in your area. I am not a lawyer nor do I play one on TV. :)
