Could be dry skin or allergic reaction to something. Try using a good lotion daily. I've found Oil of Olay Quench to do very well on dry skin.

Depending on what other symptoms you have, you probably have allergies, which you should be tested and treated for. The best way to deal with an allergy is avoid the allergen and boost your immune system. A good doctor or naturopath will help you with that.
As for a red itchy spot, that could be anything, so go see your doctor. My mother had a similar thing a couple of years ago, and although it turned out to be benign, there was concern that it might be cancerous.
The internet isn't really going to help you here, sweetheart, and neither is sitting at home and fretting about it. That's what doctors are for :)

I also have very sensitive skin, and I recently had to be treated for it. My doctor advised that any slight change in your living conditions can trigger a rash. ( mine was cause from quitting smoking) however the best advise he gave me was to change the air filters in my home, change them frequently and make sure you are using the pleated ones. since i have started doing that I have had very few and minimal rashes as apposed to at least once a week.
