Oh yeh, the outlet was close to floor like in a bedroom, not like in a bathroom.

There are plastic caps you put over the end of the free wires to keep them from completing a circuit.

Moisture in the plywood means that there is still a leak. Could be just a pinhole at a solder joint.
The charring - you need to get to the wiring and totally remove it. Follow it to where it is connected, shut off the power at the circuit breaker, and remove the wire at its source. Do not turn on the power until you have fixed the leak.

For starters flip the breaker to that part of the house.
Then find and fix the water leak.
Then make sure that the power is off to the outlet.
Then pull the wires out and do one of two things.
I f you want to use it go ahead and install a new plug in (after dry time)
If you do not want to use it then put a wire nut on each individual wire and use black elect. tape to tape them all together with lots of tape on each wire first.
