If her teeth are really stained badly, veneers would be the way to go. The new veneers are very thin, and do not look like artificial teeth. This way, she can have a bright smile, and have her teeth shaped if she would like. Oh, and by making the white-out comment you've made yourself look like either a moron, or a jerk. Making jokes at the expense of others is not funny.

Whiteout??
It might be toxic, and it would come off.
The least expensive and most effective would be for her to limit coffee, tea, brown sodas, and smoking, things which color your teeth. Then she should use a whitening toothpaste and use Crest (tm) Whitestrips at night.
If she wants to spend more and get more immediate results, she should see a dentist for her options.

try waterproof paint, it would stay longer or white nail polish maybe.
