and who could still potentially be a client in future? We have chatted on e-mail so should I wait for him to ask me out or should I assume that he does not want to turn a business relationship to a personal one?

Mixing business with pleasure may not be that wise a choice. How would your employer feel about this also must be considered. And ethically would it be in violation of your position. You do not inform us of your position so it makes it kind of hard to express an honest opinion. If you are say a lawyer then I would certainly not recommend it. But if you are a secretary at a doctor's office then it may be viewed as alright. Regardless if you do decide to ask him out you must remember to not share any information that is considered confidential as it may come back to bite you in the rear.

No. Even though you don't state what he is a client for, the answer is no. End the business relationship first if you plan to start a personal one.

No you shouldn't. You should never mix business with pleasure...things will just get akward and complicated.
