Need to hang this chandelier on a solid ceiling with no electrical outlet. Is there a special box, etc. available

Well, not knowing just how heavy your chandelier is.... I'll give you two approaches to hanging it.

Approach 1: Install a LARGE concrete anchor to the ceiling to take the weight of the chandelier. In this instance, you might very well use a drill, make a large diameter hole (say 3/4" or more), and epoxy a ring bolt in place.

Approach 2: Install a common electrical box, or even a 'shallow' box to mount the fixture to, using multiple, smaller anchors (see the link to ToolBarn for some examples). Using this method, you have a choice of several types of concrete fasteners; concrete screws, sleeve anchors, expansion anchors, etc.

Running the electrical: You can do as a prior answer suggested and run electrical conduit, from a switch on up to the ceiling... or you might want to check into DeCord.... this is a VERY thin (8mil), FLAT electrical wire, made for just this type of situation. Ive provided a link to it at flatwire solutions.

I would run the power to the switch first, and then on to the ceiling.

you will have to run conduit to it and also anchor it in the ceiling with lag bolts witch will require drilling holes in the concrete
