The usual corn on the cob that people and animals eat is not the same one that is used for popcorn. Popping requires that the hull be so tight that the steam from the water inside blows it open rather than leaking out.
Here is a link to corn producers that will tell which pops:

Popcorn or popping corn is a type of maize which explodes from the kernel and puffs up when it is heated in oil or by dry heat. Special varieties of corn are grown to give improved popping yield. Some wild types will pop, but the cultivated strain is Zea mays subsp. mays, which is a special kind of flint corn. In 1948, popcorn ears dating back 5,600-years were discovered in bat caves in New Mexico.[1] Popcorn was first formally developed by Native Americans thousands of years ago.[1]

you start with popcorn seed ( special corn that pops normal corn doesn't ) try BURPEE seed they are online www.burpee.com
the above is sorta right dried corn will pop due to the moisture ( as will any seed ) but to get the fluffy popcorn you are used to you need popcorn seed ( and it is not cost effective when you consider your labor - regular popcorn / not microwave / is dirt cheap )

You have to buy a special corn raised just for popping. Regular corn won't work.
