As per their request I had Paid them the Courier charges, Taxes and Even I have send my Passport Copy and Personal Bank Account for transfering the fund. Till Now I did not getting anything, Only Loosing around 60,000/- AED. Now what I will do? Is there any chance to get back that money

Unfortunately, you have just become a member of "The Club" - people who have been taken in by a major international scam. You have to remember that it is impossible for you to EVER win a lottery or a sweepstakes that you know you never even entered for. Because these con artists target people in a different country from the one they are operating out of the authorities in your own country have absolutely no jurisdiction over them, and the authorities in that other country don't have the time to spend, protecting foreigners from what they consider to be their own foolishness to have been conned in the first place.
Your money is gone. You will just have to write it off as the price of a lesson learned.

I hope your joking. If not, report this to the better business bureau and the consumer protection agency, cancel your checking account ASAP, cancel all credit cards, inform Social Security that someone has your SSN number, call the passport office in DC and tell them what happened and get a lawyer to help you track them down.
