its not many places for them to go because their both don't want to be involve with social service fully

They have no heat because they can't afford to pay their utilities, or because of landlord issues? If they are having financial problems, maybe a gift card for a supermarket- this will help them free up funds for utilities. If it's a landlord issue, your city or county must have a hotline of some kind to report abuses. Maybe a church based organization can help out.

Give them connected to community organizations that help people in such situations. Also try to help them find a job that will provide them the funds they need in order to provide for the family.Definitely don't get a space heater, space heaters cause several fires a year during the winter months. Social services is there for a reason, to be utilized.

This actually sounds like my neighbors.
We try to help them out by giving them old clothes that don't fit, but their church helps them out a lot.
Hold a charity drive, or get them involved with a local church.
Not to be mean, though, but maybe they should have thought about this kind of a situation before they started having so many kids...

Can you buy them some heaters?? Can you point them in the direction of someone that would be able to help them out?

if there is no heat and they are over crowded then my priority would be to get fold down beds,electric heaters,electric blankets etc.
If there is a food shortage then i would get food and lots of wooly clothes,also blankets.
you can only do so much though,they have to help themselves 1st

They need to swallow thier pride and do whats best for the children. If that means accepting state aid, then they need to do that.

well then just have to stay their. they can also buy space heaters. it only cost 15 $ at wal mart
