What do you mean exactly? You can use binoculars anywhere as long as there's 1) something to look at that is a good distance away, and 2) is worth looking at without being caught.
For example, you can watch birds from a window... you can't be a bird and watch into a window. There's a certain level of secrecy you have to have while wearing binoculars... otherwise it takes the point out of using them to watch anything.

What kind? Big ones are great for looking at Jupiter or the surface of the moon. Little ones are mostly for bird-watching. Go to a local nature reserve or park and see how many bird species you can find!

That depends on where in the world you are . . .I'd start by finding a state park in your area with senic views or bird or animal watching. check the state park website in your area . . .In Texas we like to go up to Inks Lake or Enchanted Rock.
