i already ask him oout once and see i just saw him and gave him my number. but how can i get hime to say yes also?

You need to get yourself noticed by him. Chasing him makes you seem desperate.
Take a look at your wardrobe and see if you can make yourself more noticable with your clothes and the way you present yourself.
I'm a guy and I can tell you one thing that entices me is when a girl becomes friends with a friend of mine and ignores me (not in a mean way though). Try to chum up with one of his closest friends.

Dun let him noe that u r so eager 4 him.. This may scare him away and there will not be any chance left 4 u!
Just act natural and become friend first. I think step by step approach is better. Well, at least that works 4 me..

so you already asked him out once and you gave him your number..but he still doesnt know who you are. i think this is a lost cause i am sorry to tell you dear. i mean you have done everything you should , you have taken the first steps and asked him out and gave him your number. now if he hasnt called you yet or said yes to you maybe you should chill out on him . and just play the wait game. guys dont like desperate women and they like to chase trust me. make it a challange for him . wait maybe he will call you soon . trust me make it a challange for him, make him think it is casual and your life doesnt evolve around him and he is not the only guy for you. and hey if it doesnt work out..move on.your young and there is lots of "hot" fish in the sea!!! :)

Be patient you asked him out once...give him about a week or so and then ask him out again if he doesnt say yes then move on and forget about him because it is not worth your emotions trying to get a guy who is not interested in you so just forget about him if he doesnt say yes. Good Luck!
