Go to your natural foods store and get some of Wally's ear candles. You can also go to WALLYSNATURAL.com. I've used these for years. They will pull the wax right out of her ears. (I'd check with the doctor, first, though, in case they might pull the tubes out, too.)

I've rethought this - this candles are great for adults. My friend pulled a dead moth out of her ear with one. But your issue with your daughter is really a matter for the doctor. You really shouldn't be putting anything in her ear and, for godsake, not a water pick.

ask a doctor and see if this is OK, but it's what I do...

50/50 mixture of water and hydrogen peroxide. Pour a bit into her ears, and let it sit (she'll hear the bubbles foaming) and then turn her head to pour it out and wipe her ears clean with a cloth. Do this to both sides and do it twice if you think you need to. It breaks down the wax and it'll pour out with the liquid.

This has been safe for me, but not sure if this is still OK with tubes having been in her ears. So please consult with a doc.

Ear wax is the ears natural cleanser. You need to see your ped or ENT as soon as possible since she is having a issue they will take care of it and give you advice.

Go back to the Doctor and have him irrigate them with an aspirator and whatever liquid they use now? It used to be peroxide but who knows at this point?

DO NOT DO IT YOURSELF!

belive it or not, I was recommended years ago to use one of those old teeth cleaning machines, the one that pulsates a stream of water, can't remember the name of it. But the pulsating water jet will help, and you're not sticking anything in the ear that will hurt it. water-pic, I think it was called.
