Prior to the election, when George W Bush signed the Military Commissions Act of 2006, I looked into seeking political asylum in Canada. Interestingly enough, the employee of the canadian consulate I spoke to lowered his voice and commented that with the passage of that bill, there was a quiet but serious discussion about offering widespread political asylum to US residents -- but under Canadian law, they do not generally offer asylum to people from democratic countries; this means they'd have had to have considered the USA no longer democratic.
Considering what the Military Commissions Act did, that'd be a fair assessment, but with the Democrats sweeping the Congress, I'm sure they're waiting to see what happens.
If we did become an Evangelical Theocracy... I'd be gone in a heartbeat. As far as I'm concerned, the USA is a sinking and doomed ship with good cheese left in the pantry -- so this rat's staying as long as it seems safe and will jump ship the moment it no longer is. An evangelical theocracy would mean it was no longer safe.

Read "The Handmaid's Tale". Creepy book about this subject that tends to piss off conservatives.
As an atheist I would pretend to be Christian and engineer the return of secular democracy from the inside. The Che Guevara approach just isn't my modus operandi, and I don't think I could just abandon my home country.

It is interesting that you pose your question as unlikely to happen when this is exactly what the Bible predicts will happen. A careful study of Revelation 13 will show that the second beast of Revelation 13 is the United States of America. In contrast to the first beast that rises out of the sea (a populated place, Revelation 17:15) this beast rises out of dry ground (a previously unpopulated place) A beast in Bible prophecy represents a kingdom or nation (Daniel 7:23) This beast is a lamblike creature (Christian in character) It has no crowns on its head (no kings) It is the most powerful nation at endtimes (it enforces the mark of the beast) Although this nation claims to be Christian (lamblike) it speaks as a dragon by forcing people to worship the first beast and the image to the first beast.
No other nation so accurately fits this profile as the USA. The USA grew up as a weed out of dry ground in a relatively uninhabited land (except for the native American Indians). The USA claims to be a Christian nation, built upon Christian principles such as freedom and democracy. The USA is the most powerful nation at end times and is starting to speak as a dragon, tearing down the wall of separation of church and state, sacrificing freedoms for security. The USA has no system of kings to rule it.
The Evangelical Theocracy that you describe is not so outrageous as you think. With the whole world falling apart (earthquakes, wars, famines, floods, hurricanes, terrorist attacks) The USA will be the leader in proclaiming these acts as judgments from God because of a decline in morality by the people of the world and the USA especially (this has already been suggested by the religious right as a reason for 911 and Hurricane Katrina) The obvious response to stop these disasters will be to get back to God. This will appear to be conclusive and this nation will repute many of its freedoms, religious and civil, for the sake of security. The mark of the beast will be used by Christians as a means of getting people back to God. And, because evangelicals have been blinded by their own ambitions and by what is going on in Israel, they will not realize that they are in league with the antiChrist system playing the part of the false prophet.
Moving out of the USA will not be possible or helpful. The disasters predicted in the Bible prior to the second coming of Christ will be global. No place will be safe, The mark of the beast will be a global act, showing either allegiance to God (receiving His seal) or to the beast (receiving his mark) Every human being will be in one camp or the other. This information is not meant to scare anyone. It is just to show that what you have said is more in line with Bible prophecy than what most Christians believe and preach.

You'd have to define more precisely what you mean because "evangelicals" are all over the map from liberal to conservative. The term "evangelical theocracy" itself is almost mutually exclusive.
