This is very common. The only sure cure I've seen is to make the litter box inaccessible to the dog but available to the cat. Typically this would mean putting it in a room the cat can access but the dog can not. If it's a big dog, a cat-sized door into the room with the litter box would work.
You could try stopping by Petsmart to ask if they have anything you can add to the litter that would discourage the dog without discouraging the cat.

I tried covering the box, you're right, it doesn't work. We just keep the litter boxes in the basement and put a chain lock on the door so that the cats can fit through, but not the dogs.

Put the litter box in a cupboard with a cat flap fitted into the door,That will keep the dog out but the cat will have access

Hi there is a way to stop this .
A product called Dog Off
you can spray this around the litter box,dogs do not like the smell
Also pick up some of the cat waste and lace it with hot pepper and leave it for your dog. soon he /she will not like the taste

Yes, we used to have a cat and our dog did the same. We just put the litter box up higher where the dog couldn't climb, but the cat can...problem solved.

Move the litter box to a location the dog can not get to. usually elevating it will help. Since the cat can jump/climb better they will still use the box.

We just turned our litter box backwards so the door faces the wall (it has a lid obviously). The dog is much bigger then the cat and can't get in there anymore.

Yes, it's very common. My dog loves doing it, I just put the litter box where she can't get into it. I have a spare bathroom, and I put the litter box in the bath tub... :)
Not sure why dogs like disgusting smelly things..

Cover or no cover dogs like to eat poo, especially
cat poo. They find a way to get it. I have no idea how to STOP it, without getting rid of the cats. I'll keep checking the answers myself. I have the same problem. 3 dogs and 2 cats make for a busy lady.

all dog owners who have cats will have experienced this. It is normal. Get a litter tray with a lid and flap, scoop it out several times a day.
