Never. It would require developed countries (the U.S. for example) to pay, and supply technology to other countries (China for example). The U.S. is already extremely worried about the flow of money and jobs out of the U.S. and into to China and will not sign up to voluntarily send even more money there.

Not until the US realises that their economy and their world view is at odds with those of the third world and with those of an increasing number of "developed" nations. The right of America to demand essential resources from the rest of the world will be increasingly challenged, not only by growing economies like China and India but by Canada, Europe and Latin America. Wise up people before the whole world becomes another Vietnam! You guys have had 100 years in the sunshine - now a hard rain is gonna fall!
