Not just Sunday, if your apartment building has that rule and I have heard some do, it is true for all nights. Generally this will be in buildings with old bad pipes, and will also apply to showers. BUT I don't know anyone whose building has this rule. In mine we're not allowed to do laundry after 10 or any time on Sunday.

I'm in Switzerland and this is totally wrong. We only ask to don't disturb your neighbours after 10pm. We call that "respect".
