The Stray idea was pretty sound, down side is eventually the strays will become a problem. Depending where you live snakes could help though not sure how you would go about releasing snakes in your area. or you can try a Rat Terrier, small dog loves to tear stuff up but basically thats what they were bred for.

Poisons are bad idea, may kill more then rats then comes question where is that smell comming from as a few rats die under your house.

Keep food stuffs ( Pet food, live stock food) in heavy metal containers, rats cant chew through those yet. Take away the food and they will leave to a place its easier to get.

Adopt some stray cats. They're cute, they need homes and you won't have to feed them. Don't get the ones from the pet store, though--they don't know how to hunt.
