What you are speaking of is called an ANAC number. MCI has a toll free version where you dial 800-444-4444 and for AT&T it is (800)532-7486 but I am not sure if it works in all places.

the standard code for a line verification USED to be 211. I haven't dialed that number in a while and not sure if that's still in use.

you can always dial any number and phone up a person and can ask for your own number in exchange if only he has a caller id
and while doing this always claim you are from the telephone department

You need not continue with the process (of getting help from the menus) but when you call this MCI number it responds right away with verbal caller ID.
