how about at the top of Big Ben?

I'd recommend someplace a little different that the usual. The London Eye IS romantic, as is London Bridge, and standing near Big Ben. But there are other places.

If you climb to the top of Hampstead Heath, you can see nearly all of London, and it's gorgeous. Especially at night, with all the lights. You could also propose from somewhere around London Tower, which is a bit castley in feeling and atmosphere (Just don't propose in the Bloody Tower).

If you so choose, you could take her on a fun tour/scavanger hunt. Give her clues along the way, so that she has to figure out what part of London you are visiting next until you finally stop and kneel down.

The London eye on a nice day or at night with all the lights twinkling below.

Or in the whispering gallery of Saint Paul's Cathedral - you could whisper your proposal along the wall.

Top of the London Eye,or if you can get up there with nobody else how about the whispering gallery in St Paul Cathedral. Top of Tower Bridge.

I would suggest the London eye or madam two swords (I think thats the spelling)

In Tower 42, it's a champagne bar on the 42nd storey of a building in the heart of the city. It has fantastic views, especially at this time of year with all the xmas lights and stuff ....

at the oxo tower restaurant with stunning views over london, or you coudl go ice skating at somerset house, pretend to fall over then ask her for a helping hand, as she gives you her hand get on your knee (mite be a bit cold) and propose!
