First thing in the morning let it out before you even think about yourself and then every hour, reward it if it does it in the right place, then extend the time to 2 hour intervals and keep on extending and rewarding untill it gets the right idea.
also use biological cleaner and not disinfectant as this smells of ammonia and dogs are attracted to it like urine is ammonia based, biological breaks down the smell and disintegrates poo.

In the US, the laws for dogs are made by the county. Our county has a lease law. If you take you dog for a walk it has to be on a lease. The fine for letting a dog run loose is $1,000. If a dog bites someone the dog is picked up by animal control and put in quarantine and checked for rabies and the owner can be fined. And sued for doctor bills. CPS, Child Protective Services can be called when kids are abused, neglected and are running around town, not supervised. A case worker will make a visit and look inside the house and look at the children. If the children look neglected and if the house is a danger to the kids, the kids can be taken away from the parents. Visits are made by the case workers to see that the house is cleaned up. If the people are on welfare and they are spending the money on beer and drugs and partying, they can be reported to the welfare office. And hanging out in bars. The tall fence will be a good start. And if the dogs come into the yard, some hot pepper can be put where they poop. The dogs can be sprayed with a water hose. The next time a dog threatens you, it should be hit with something to really hurt it. Or call the police.

How old is your dog? Does it know where it is supposed to poo? It needs constant attention whilst it is learning, lots of praise when it goes in the right place and plenty of cleaning up to get rid of the smell when it doesn't. Does it always go in the same place? Move a chair in the way. Do you leave it for a long time? You really shouldn't. Give us some more information and perhaps we can help you more.

try training it go on newspaper, big spread out first, then gradually reduce area. Then when you've got your dog used to going on small area of paper, and you have zoned down to its main place to poo, start to move the paper daily towards the door. Eventually you will have your dog pooing by door, all you got to do then is watch for it going there, open the door, and it will go outside instead.

first of all ...the dog has no way to let you know he wants out...teach him to ring a bell that is on the doorknob...secondly dogs are color blind, Are your carpets yellow? dogs see that as green.
how old is the dog? very young or very old? take your dog for a good walk once a day, he will likely poo then and make it a habit so he knows that is when he should go.

You need to get back to basics with your dog. Start by crate training him again. He needs to know that outside is the only place to go.
