Yes, he's house trained and it's spraying but if he's marked everything why keep doing it!

I clean, he's trained, also crate trained (but hates the crate), I got him at 8months and other owner kept him outside at all times. He's nearly 2. the other owner use to kick and hit him if he did wrong.

How can you say he's house trained if he's constantly peeing in the house??? I'd say, he's doing it because he's NOT properly house trained!

It's time to start crate training.

He's doing it because he can smell it. If you don't do a thorough cleaning to remove all trace of smells, he'll keep going in those areas. Then you need to re-train him. If he's not neutered, this would be the time to do it.

Because either you didn't train him properly or he smells another dog and is marking his territory. If he's not "fixed" he could be "spraying".
