No, it's a polite way of acknowledging your last message.

They could be in a situation where it is not possible for them give you a complete message but they wanted to just let you know they got yours.

Would you rather not know they got what could be an important message?

Nope, lets you know that they got your text. What's annoying is when they only say hey or its a chain text like messaging is free.

Nah, if I text someone, "Meet me in the cafe" then 'OK' is an okay reply. Better than having no reply because then I would have to text them, "Hello?" Anyway, it would probably seem a bit strange if they texted back, "Okay, I will meet you in the cafe."

yes i think that it is one of the most annoying messages that anyone can send plus it is jus a was of there credit you should send one back to them after to see how annoyed they get
