The book of Ezra the 1st chapter clearly states that "Cyrus king of Persia" issued a proclamation stating that "the Lord God of Heaven" commanded him to build Him a house at Jerusalem in Judah". The list of people who were allowed to go to Jerusalem is listed in chapters 2-3. The rebuilding was later stopped by King Artaxerxes of Persia Ezra chtp 4:7-24 however he later allowed Nehemiah to do more wok on the temple site (Neh chpt 2...). The construction was finished under King Darius 5:7-17. Ezra was the priest and scribe who served in Jerusalem and Nehemiah was the governor there (Neh 12:26) being contemporaries.

King Artaxerxes (see, the Bible, the book of Esra chapter 7). By the way, not all of the Hebrews were exiled by Nebukadnezar, most of them, namly the 10 nothern tribes were exiled much earlier by the Assyrians and did not return to Jerusalem with Esra.

Cyrus, emperor of Persia, allowed the Israelites to return to their homeland from Babylon. He also permitted the rebuilding of the Temple in Jerusalem which was completed under his successors Cambyses and Darius.
