What is a felon going to use a black powder gun for? Felons are not allowed by law to own or carry or use a firearm because, guess what.......They are felons!

If they have committed at least one crime already and have been convicted, then why are we going to let them have a gun of any kind?

Of course a felon can posses a black power gun.... legally NO! Hey, I answered your question, you have to love the English language.
So if you are a convicted felon you also forfeits the rights of everyone else in the household as well... damn them laws that we have to live by....
