There is a guy who keeps staring at me on my Train he gets on the stop before me and I don't see him everyday but the days I do he stares, I see him talk to his work mates and then they turn and look at me it is so obvious to me but they don't know I can see them as I look out the corner of my eye. What do you think this means it is really annoying me

I think you need to lighten up. I have to make the assumption you are an attractive female and he gets pleasure from admiring you. If this annoys you it's probably because you don't find him attractive in return.

You could tell him his stareing at you annoys you. Which could or could not make a difference. Or you could do nothing.

I'm curious, how do you know he gets on one stop before you since if he get's on before you he would obviously gets off one stop after you.

It means they are loosers who don't have the guts to talk to you. They are behaving like little girls in a playground, and are playing with your mind. You have 2 ways of dealing with this. Confidently walk up to the main looser and ask him if he knows of where you can buy a product that will help with that 'femine itch' or put some black gum over 3 of your front teeth and smile at him next time you see him making eyes at you.
