I have three reasons -
1. Brass is extremely resistant to corrosion due to its two main components. These are Copper and Zinc. Different grades of Brass are created by varying the levels of each component.
2. The relatively low melting point (900–940 °C depending on composition) of brass and its flow characteristics make it a relatively easy material to cast. Hence ideal for fancy Taps!!!
3.Its yellow colour, obviously similar to gold. It is relatively resistant to tarnishing. Although most modern taps will be plated with Chrome, Older Antique Brass Taps can be easily cleaned and polished to look like new.

Threading Taps are made of Carbide steel.
The coating is Nitride...Hence, the Yellow color.
In order to produce a threaded hole, the Tap must be stronger than the material that the Tap is cutting into.
The Machine tool selection to machine material is a complex technology and requires a great deal of expertise.
Tool life is a critical cost consideration in the machining of materials.

Its not (not hard enough), if you are talking about thread taps.
What you are seeing is a coating called titanium nitride. This costing is extremely hard, fairly slick and makes the tap cut better and last longer.
For tooling, there is always a trade off between toughness (the ability to resist shattering and cracking) and hardness. Hard things tend to brittle. TiN (titanium nitride) is the application of a very hard, brittle substance over a softer, tougher material to try to get the best of both properties.
