When two strange dogs meet, they assess each others body language. If one is obviously less confident the pecking order will be established without a fight. They can then go on to play together.
If they are well matched the dispute is less likely to be resolved by body language, and they are more likely to escalate into fighting.

Some dogs learn to enjoy fighting, just as some people do and will wade in with little provocation.
Others a friendlier and will try to avoid a fight.

Dogs do not always fight for dominance over one another - there could be a lot of contributing factors.

Example: my male bouvier could care less about other dogs, except for german sheppards - if he sees one he wants to literally kill it. He was attacked by one when he was a 14 week old puppy and it stuck with him for life.

Other factors: dogs can tell if humans and other animals are sick long before we can. If the dog is aggressive towards another dog, the other dog could be sick and to other dogs they smell "funny" for lack of a better word. It is like humans, if someone is really sick do you go near them? Most cases, no.

If dogs are not properly socialized with other dogs, this will in most cases cause aggression as well - it is the same as humans, they will not know how to act and behave around others and basically go "wild".

Also, the dog could be protective of it's owner because it feels there is some sort of threat from either the other dog or the other person.

You - if you have fear, dogs know it. If you walk fido with the fear of "I hope he does not become aggressive this time" your dog will pick up on that and it may in fact cause him to act out because something is wrong with you (as he interprets it)

Dogs are terriotrial - if you walk you dog, NEVER EVER take him on the same route for his walk everyday. Go the opposite direction, take different streets, etc... If you walk them in the same area on the same path all the time, they will mark the area as theirs and become dominant over it, which is just asking for a fight if another dog comes around - in that case the fight is not the dogs fault it is yours.

If you know that your dog tends to be aggressive towards other dogs, walk him earlier or later in the day when there are less people around, buy a muzzle or keep fido in your own yard.

All animals have territories and need to establish who is who in the area. My dog only seems to get aggressive with certain dogs not all. So there is some kind of body language going on that I don't see.

Some dogs will just get on fine but a majority of them will fight or just bar at each other no matter if they are big or small.

It's dominance, protection to their owner and sometimes just fun or hatred.

Any number of reasons. Often they're protective of their owner, their territory, or themselves. It could be mating season and they're wanting to eliminate the "competition". They may feel threatened by the other dog or simply wish to establish their dominance. Or, yes, they could just be grumpy little buggers! :D
