Beacuse Spain is the second most mountainous country after Switzerland, and once the cloud comes off the mountains down the plains, it rains - believe me, I live on the Valencia plain, just below the Calderona Mountains. It rained 3 weeks ago for 4 days and 4 nights continuously and everywhere was flooded. Mind you, it was the first proper rain we have had since April.

It may very well be the case that the rain in Spain stays mainly in the plain. This is a quotation and is used to improve a person's manner of speech as in elocution lessons.
The Cockney version reads something like - the rine in spine styes minely in the pline. Room for improvement there.

way to go queen!
take a look at a topographical map, spain is mostly mountains, which tend to create certain weather and geographic features in the lands that they surround or border. mountains have the effect of blocking out precipitation on one side of them and retain it on the other. once precipitation forms in spain, the mountains tend to keep it boxed in there, and thus, it falls on the plain, and also, if it falls in the mountains, it will still flow down to the plain

It doesn't. It mostly rains in the mountainous regions of Andalucia and the Basque Country, as a resuslt, Andalucia produces the most olives in Europe and the Basque Country is the most lush and greenest in the nation.

Because the clouds are forced upwards over the mountains, and lose their ability to hold all their moisture as they reach the plains.
