Assuming you have no Electric wiring fault (such loss to the ground, in which case you have an electrical shock!), connecting two different materials create an electrical "junction" of which a difference of potential can be measured.
So you have a first junction between your hand and the steel, and another between your other hand and the pipe. The two junctions can add to each other to give you a "feeling". (The voltage generated by the junctions is very low).

I have had that too, except it is much worse whn you have a small wound on your hand, like ripped skin. I guess it is the same thing as when you touch a filling with a tea spoon or tin foil..
