Do you mean enrichment?

If so

NE is the process of concentrating specific isotopes of a chemical element by removing other isotopes, for example separating natural uranium into enriched uranium and depleted uranium. This is the crucial process in the creation of a nuclear weapon.

While in general chemical elements can be purified through chemical processes, isotopes of the same element have nearly identical chemical properties, which makes this type of separation impractical, except for separation of deuterium.

Nuclear encirclement was a term used during the cold war to refer to having bases armed with nukes around your opponent. It is why the US had a fit about Cuba and why the USSR wanted US nukes out of Turkey. The closer the missiles are to your country the less warning time you have.
