if guy #1 doesn't make a move to make the girl think something other than "friends" then guy #2 will get the girls attention, meaning she will be crushing on guy#2

Everything is possible. We are talking of feelings here and nobody can decide what a fickle human like your girl can feel next. You might consider the following factors though.

It is just a crush, but these feelings have degrees. The shallower it is the more likely she will change crushes in a jiff.

The qualities of the guys involved. Pros and cons. Contrast the two and you might get some clues.

Hard to figure but a guess is that shed shift to the one with less cons especially if it's just a minor crush.

That is why they call it a crush, its a starting point so if no effort is given to elaborate or discover beyond that stage then the person is free to have a crush on anyone she so choose. Since u mention you and #2 start to become closer I think u have passed the stage of having a Crush to maybe like that person.

Girls can have crushes on 2 different guys at once. It doesn't nessicarily mean she'll change her feelings for guy #1 but it might affect whatever action she takes.

Hm , evidently this girl likes guy#2 more than guy # 1.Maybe he's more clever or gallant or smth else...
It's OK. I think she 'll be with guy #2 if guy #1 won't do something!
It's time to move on! :)
