If you mean the same speed,the average HUMAN's hair grows from a half inch to an inch monthly.If you mean length,I believe that depends on how well you manage your hair while it's growing.

no women tend to have much longer hair than man. (particularly when they are my age) This is a unique feature that define humans from all the other mammals. In fact most woman's hair can grow so long it has to be cut for practicle/cosmetic reasons.

Hair can grow at different rates - also peoples hair has different levels of strength - so there'll be a maximum length that your hair will reach before it breaks (giving you a maximum hair length)

No.The rate of growth of hair and density depends on hereditary factors,DNA and race(Asians,Europeans etc).Hair growth in Europeans are less.
