has come out of one of the bands....so...i was able to cut part of it with a toenail clipper...but there's still a small, but very sharp piece still there and I need to cut it. I don't have a wire cutter or anything...and I don't think the toenail clipper will work properly.

Sweetie, you need to go back tot the ortho and have them snip that wire for you. They have the proper tools for that and it won't take but a minute for them to fit you in and take care of it for you. If you have any wax, you may want to put that on until you get to the ortho. Give them a call as soon as possible because the longer you wait, the worse it will tear up your mouth.

Call your Ortho office and set up and emergency appointment immediately! They will replace the wire and replace the band that hold the wire to the bracket

You shouldn't have cut it in the first place. Unless it was really bothering you and you planned to go to the orthodontist, then that was the right choice.
Don't keep on cutting it and not seeing someone about it.
Go to your orthodontist.

You need to let your orthodontist take care of this problem. You don't wait for your next appointment. Call now and they will have you come in today or tomorrow for sure.
