Tolls are a tax on users. In theory they provide for the cost of building and maintaining the roadway, bridge or tunnel. The problem is when after the costs are paid, and there is a large maintenance fund, instead of reducing or eliminating the toll, the politicians see it as a source of revenue for other projects.
Like any tax, it is a source for government waste!
Politics.... Poli, from the Latin, meaning many + Tics, small blood sucking creatures!!

There are two ways (well, more that that really, but two main ways) to get funding for road maintenance. One is by taxing everyone whether they use the road or not, and the other is by charging the people actually using it. With the second method you will pay more if you have more axles and weight on the road, which tends to make it more fair.
The best reason to pay the toll is, if you don't, you will be ticketed eventually. Plenty of non toll roads to drive on if you don't like to pay.

The money from toll fees are suppose to go to maintain the roads and bridges and if you go through without paying you will (in New Jersey) get a nice picture of your vehicle and the license plate and a ticket.

Yes it is. The money goes in maintaining the roads and bridges. It is a form of tax which you pay informally.Just as you pay income tax, toll is used for the benefit if the public.

I think it's a good concept, because it will motivate people to drive less. If you charge a flat tax on driving (like a registration fee) then people drive more. But a tax on gas is a lot easier, because you don't need GPS tracking.

yes - much cheaper to pay the toll - rather than the $100 fine for running the booth (in Florida) where we have the picture of your tag as you go by
