If coming from a man it is true. If coming from a boy be careful. Remember boys come in all ages. How to tell the difference?
1.) A man treats a woman with respect, a boy does not.
2.) A man wants a long term (marriage) and family with one woman. A boy hops around from girl to girl.
Remember, a man is happy with one woman where a boy wants to play with all the toys he can.

I can't speak for ALL men on this subject, because they all don't necessarily have the same meaning for it. But generally, if we say it to a girl that is a friend to start with, that's usually the hint that we want to be further with them.

it depends on a type of guy or the decision of a guy
if me I'll just do direct saying because others want indirect way like letters from anonymous, roses but others wants if the girl says first her feelings to him.

Could be either way with me. I've noticed girls generally assume it has more of a meaning than that I care about them though, so I've started being more careful.

it is very hard for guys to say this well some of them you will get guys who will say it every weekend to different girls but in general a guy will wait a while untill he thinks you do to
