No. They all require money to play. Which, when you think about it, is not surprising.

No. The normal operation of a lottery system is that a group of people will put an amount into a pool, then once the numbers have been chosen the winner takes a percentage of the pool, along with runners up and alike. For there to be a free lotto it would mean that someone is giving away free money, and as I'm shore you know that just doesn't happen.

it's not free...and not every state has a lottery. Most are a dollar a shot and your odds of winning are not that great. Sorry!
