If you are talking about global warming and the melting of the polar icecaps, then I'd have to say "no". Bangkok is quite a bit inland and isn't a coastal city. There's thousands of places and cities that will be underwater before Bangkok.

It doesn't seems to go underwater in only 15-20 years, but it may happen sometime due to some seismic activities. If a news paper is predicting, then there must be an authentic source for that news, but I think only some natural calamity like earthquake can produce that thing in such a short span of time.
