Are you underweight? Should check with a doctor to see why you don't put on weight. if you are healthy, set a target weight. Your body will naturally resist weight loss/gain to a certain point unless you change your lifestyle drastically. You should eat a balanced diet, but just eat more. You may increase the amount or protein you intake if you also workout, that will add to your muscle tone so you won't be all blubber.

Eat a lot of pizza, hamburgers and sweets. when you think you are full, have dessert. In between meals also have chocolates etc. A lot of cheese and bread helps. And baby foods are also very good to gain weight, like baby powder milk or creams, but you must add the double or triple amount of powder than the recommended dose for babies. It tastes good too, actually.

Eat more starch. Bread, rice, etc. It's a healthy way to gain weight, also if you want to increase your weight but not gain fat then work out, muscle mass weighs more than fat mass.
