Buckles were made of two metals or alloys, brass (or bronze) or low grade iron/steel. The buckle if engraved would have been as 'Jonathan Thomas Jackson'. It is unlikely that such a buckle was made by the man but moreover since the Chandler Building in which he had died was burned, it is further unlikely that any iron/low grade steel would have survived some 150 years. But still a faint possibility exists, however there are complications. Laws concerning the retrieval of artifacts from National Monuments may make it difficult for you to ascertain the authenticity, as if it is authentic, it belongs to the US government to decide disposition. It may be returned, but it might be seized and it is even possible that you might be charged with pilferage or theft. Spanish treasures and other artifacts fall under the same laws if found within the Coastal water or the continental US.

If it were genuine, it would be so corroded after 150 years in the ground that it would be unrecognizable. Therefore I must conclude that there is a very high likelihood that it's a cheap piece of souvenir schlock. Worth a buck on a good day maybe.

This might be believable if he had ever owned such a buckle.
