I am currently living in my parents old house, (they moved out and are renting it to me ans 2 room mates) We have gotten strange computer generated phone calls all along the lines of "Don't be afraid I can see you sitting there, this is a recorded message press 3 to remove your number" We have pressed 3 but they keep comming.
Also I do not know if this is related but my room mates licences plate keeps getting stolen. While he is pulled all the way up in our drive way.

First, record the phone calls for police evidence then use caller ID or Last Call Return [*69 I think] to see if who answers at this callers number. Google the number too.

As for the stolen license plates, install lighting if you must then put a web cam to work watching the car. Cams often come with software which only takes pics when there is movement in it's view.

Sounds like a prank. I would not press 3, though. I don't know a whole lot about identity theft, but don't rule it out and protect yourself from it. Have your phone # changed. It costs around $25. And have your buddy fill out a poilce report on the stolen licence plates. You wouldn't want him to be charged with something he didin't do because someone used his licence plate to conceal their own identiy when they commit a crime.
Talk to your local police department. They'll even send someone out to fill out a report on the stolen licence plates (Which I highly recommend reporting)

Caller ID is great for tracing calls. If its blocked call the police department and tell them whats going on. Also, you can exersize your right to bear arms.
