It is not only the human soul (aka atman in Hinduism) but every soul for that purpose that retains memory and everything else after the death of a body occurs. But not in the fashion we may think. Whatever gets transferred from one manifestation to the another is in abstract form. The crux of the cosmic system is... reincarnation and rebirth of the soul (as many call it) is as factual as the air we breathe. We may or may not believe... reincarnation and rebirth is part of the cosmic life.
From the angle of wisdom there is nothing like reincarnation or rebirth... for in every manifestation the soul chooses a new body and this new body although possessing all the residual karma of the past life... is not in the least related to the earlier life directly. Meaning thereby... a human being in the present life does not remember anything of the immediate previous life or earlier lives. Had it been a rebirth of the soul... then everything of the previous life would have been remembered by us in the present life. But the truth is not so.
From the point of view of the soul... all is interconnected. But for the two human forms nothing is connected. And why does this happen? It happens because it is the soul which has taken the body and not vice versa. Had body taken the soul... one would have remembered all the incidents of the past lives. It is not within the capability and the capacity of the body to inherit a soul. The life cycle of a body starts and ends with... The one and only present manifestation!
For the soul atman within... the cosmic cycle of life continues forever from the first manifestation to the last... the 8.4 millionth manifestation when every human being automatically gains enlightenment and finally salvation (moksha as we call it in Hinduism).
The two lives of a human being are related but not connected. Related in terms of the soul being the same and not connected because the body in the present manifestation is not the least related with the earlier manifestation. Finally we arrive at the cosmic truth... it is the journey of the soul that is important. Changing of the body by the soul atman within is like the changing of guards at Buckingham Palace.
The transfer of memory and everything connected from one life passes on to another life through karma. The residual balance of karma of every life is the opening balance of the new life. The balance sheet of life as destined by God is absolutely clear. There are no games to play. In the system of God there is no place for deceit. God never place dice as has been mentioned by Stephan Hawking in his famous book, "a brief history of time". It is beyond the capacity of every scientist to understand or enter the domain of God.
In the system of God everything is justly ordered. As we performed... so shall we get. As we sow so shall we reap... nothing less or more! God never plays dice with his children. Whatever is the balance of karma of one life... it automatically gets transferred to the next life... the new manifestation!
It is the chromosomes through which this transfer takes place. The doctrine of karma is the foremost for running the whole process of Cosmos. In the absence of karma... the Cosmos would collapse that very moment. Positive balance of karma finds us a place in heaven after the death of the body. A negative balance of karma lands the soul in hell.
The memory of a human being in the present life is a physical manifestation. It is not transferable. Suppose I am born a scientist in my present life and I commit some sins due to which I am to have birth in the house of a cobbler in next manifestation. Then would the memory of the scientist be of any use to the cobbler. No!
Karma has a very broad meaning. Every action finally culminates into one getting awarded points on the scale of karma every second of life. Even while the physical action may earn -10 points... the thoughts related to the same action may earn me -1 point.
Does this mean that even wrong thinking on my part earns me a negative point... yes in the system of God and karma the process is so! The negative physical action is the deadliest of all... it earns the maximum negative points. Karma is rather a very complex subject but not difficult to follow. Why not we all think good of all all the time.
Maintaining a positive balance of karma in the present manifestation is the crux of life. More on karma here- http://www.godrealized.com/karma.html

For a while, yes, your soul will keep all memory pertaining to your experience and knowledge learned. However, whether you like it or not you give up your soul(die) and your spirit takes over the memory. Your memory will be used as basis for your next incarnation(rebirth) into a new soul. A new soul does not remember the past because it has nothing to do with old soul. But wherever you are now in this part of this world, you will continue your journey left by your old soul until you achieve perfection. This is karma and reincarnation at work .

Yes... the soul contains a record of all the events thoughts and knowledge accumulated during the journey. However that is not to say that every spiritual or physical incarnation experienced will retain a memory of where, or who it was it before.

To start I guess you would have to have some type of information or proof that such a thing as a soul even exists. Are you talking about ghosts and the like? Again no proof such things exists. What is the basis for your belief in the concept of 'souls'? In your reasoning what exactly is a soul?

No. There is no functionality after death.
(Ecclesiastes 9:5-6) For the living are conscious that they will die; but as for the dead, they are conscious of nothing at all, neither do they anymore have wages, because the remembrance of them has been forgotten. 6 Also, their love and their hate and their jealousy have already perished, and they have no portion anymore to time indefinite in anything that has to be done under the sun.
(Ecclesiastes 9:10) All that your hand finds to do, do with your very power, for there is no work nor devising nor knowledge nor wisdom in She′ol, the place to which you are going.
Sheol is man's grave. The hole in the ground, or if a seaman, the ocean where your body was put.
(Ezekiel 18:4) Look! All the souls—to me they belong. As the soul of the father so likewise the soul of the son—to me they belong. The soul that is sinning—it itself will die.
The 'soul' can die.
You have to be breathing to die.
Therefore our 'soul' is us, breathing.
Soul=Hebrew/NEPHESH=that which breathes.

If this makes any sense, I think that the physical thought dies with the physical body, but the memory is locked away with the soul.
If a spirit can have memories, I would assume that a soul can as well.
That would explain how people with "old souls" have memories of things that never happened to them in the current lifetime.

No. Of course not. There is no concrete physical evidence to prove my answer but it does not seem possible for a soul to retain memory.

What is a soul. What you need to decide is simply what entails your sould in your physical body. If to you it is the trillions of firings of neurons in your brain, then I suppose, because thats all memory is. If it is anything else, then no. After all religion (and god) is simply an individuals interpretation and thought...despite the effort of organized religion to control everyone to think the same thought.

This is only my personal opinion...
I believe it does.
Its tradition to visualize angels writing down every thought, action and deed of every person which is then used as evidence in the final judgment. Now this is based on various bible quotes of how each person will be judge according to one's works.
Personally I believe it is our personal memories that God uses to judge us. That when we stand before God and He reviews our lives, I think He is taking our memories and showing them to us.
I draw this theory from the fact that people who suffer head injuries and have amnesia, may forget who they are but retain all other memories. Ones like how to eat, how to walk, how to dress - basic functions to operate in the world. But personal memories like names, preferences, quirks seem to be lost.
I believe our memories play a very important part in God judging us for our final rest.
