Does the "no visa seal" apply towards greencard holders from bangladesh as well as citizens?

To apply for visa, in order to go to Bangladesh, there is an option which US citizens can apply for called "no visa seal." Can a US greencard holder apply for the same seal, or do they actually have to apply for an actual visa?

Whether or not a visa is required depends on the traveler's actual citizenship, not the fact that he or she has a US green card.
