How about the American government, or the American military?

Japanese interests were not taken into account in this matter.

What caused all of this was the reactionary media and public opinion manipulated by the media that was the root of all that happened.....plus, a little thing called greed. And, for good measure, racism.

The intense nationalism in Japan at the time meant that the Japanese tended to hold those who had emigrated in low regard. So the Japanese goverment didn't really care. I think FDR knew that the Japanese-American community was no threat (because the FBI told him so), but he wanted to appear tough and decisive about putting the nation on a war footing. From his perspective, the civil right of the internees had to be sacrificed for the greater good.

Too bad these camps weren't used for medical experimentation like the Japanese run prisoner camps.
